Funding Digital Curriculum Programs
A variety of federal, state, local, and private/foundation funds can be used to help fund an Apex Learning implementation.
K-12 Pandemic Relief Funding
To respond to the needs that districts have developed during the global COVID-19 pandemic, the United States Congress has appropriated funding earmarked to help K-12 schools address learning loss, improve school facilities and infrastructure to reduce the risk of transmitting the coronavirus, and to purchase education technology. You can see state and district allocations for the different relief funding streams at https://covid-relief-data.ed.gov/.

CARES Act (March 2020)
The CARES Act includes the Education Stabilization Fund (ESF) with more than $30 billion in grant funds available for states to “create adaptable, innovative learning opportunities for K-12 learners.”
The ESF has been divided into several different grant programs that include:
Elementary and Secondary School Relief (ESSR) Fund ($13 billion) | These funds are allocated to state educational agencies (SEAs) based on Title I formulas. Allowable uses include addressing learning loss, providing mental health services and support (SEL), summer learning, after school programs and can be used for anything to facilitate distance/remote learning. Funds must be obligated by districts by 9/30/23. |
Governor’s Emergency Education Relief (GEER) Fund ($3 billion) | Governors could request funding to continue to provide education services to students. Funds must be awarded to LEAS by 3/21 and used by districts by 9/30/22. |
COVID Relief Act (December 2020)
The COVID Relief Act, signed into law on 12/27/2020, included additional direct funding for K-12 schools.
Elementary and Secondary School Relief (ESSR II) Fund ($54 billion) |
These funds are allocated to state educational agencies (SEAs) based on Title I formulas. Allowable uses include addressing learning loss, providing mental health services and support (SEL), summer learning, after school programs and can be used for anything to facilitate distance/remote learning. Funds must be obligated by districts by 9/30/23. |
Governor’s Emergency Education Relief (GEER) Fund ($4 billion) |
Governors can request funding to continue to provide education services to students. Funds must be awarded to LEAS by 12/27/2021 and used by districts by 9/30/23. |
American Rescue Plan (proposed)
President Joe Biden is seeking additional COVID relief aid for education, titled the American Rescue Plan. The plan still must go through the Congressional approval process before becoming law.
The plan proposes:
- $130 billion for “Reopening K-12 Schools Safely and Helping Students Recover.” This funding could be used in a variety of ways including remote learning resources, providing additional academic support for students, and addressing students’ social-emotional needs.
- $5 billion for the “Hardest Hit COVID-19 Governors' Fund." This money could be spent on K-12 education, higher education, and early-childhood services.
